BY-LAWS of the

WESTERN ASSOCIATION OF SHRINE ORIENTAL BANDS

under the jurisdiction of the

ASSOCIATION OF SHRINE ORIENTAL BANDS OF A.A.O.N.M.S.

 

ARTICLE 1.    NAME

This organization shall be known and designated as the WESTERN ASSOCIATION OF SHRINE ORIENTAL BANDS.

 

ARTICLE 2.    OBJECT

The object of this organization is to promote and advance the interests of Oriental Bands generally; particularly those of the group consisting of the States of Arizona, California, Colorado, Hawaii, Nevada, New Mexico, Oregon and Utah, and the Republic of Mexico, through developing closer friendly relations of the various member units; resulting in better understanding and cooperation and affording opportunities to exchange ideas, experiences, etc. to the mutual benefit of all.

 

ARTICLE 3.    MEMBERSHIP

SECTION 1. The membership of the organization shall consist of those Oriental Band units located in the above-mentioned District who are in regular and good standing in the ASSOCIATION OF SHRINE ORIENTAL BANDS, and also in the WESTERN ASSOCIATION OF SHRINE ORIENTAL BANDS. A member must be in good standing in order to; (1) participate in any activity sponsored by either the A.S.O.B. or the W.A.S.O.B.  (2) Be eligible to hold any office in the A.S.O.B. or the W.A.S.O.B. and (3) Vote on matters brought before either organization.

SECTION 2. Each member Band shall select one official representative who shall be an active member of their unit and a member of the ASSOCIATION OF THE SHRINE ORIENTAL BANDS, who   upon presentation of the proper credentials, shall be seated at    the Annual Meeting as their voting Delegate.  An alternate shall be selected who, upon presentation of the proper credentials, and the absence of said representative at said meeting, shall act in his place.

SECTION 3. The Past Presidents of the Western Association of Shrine Oriental Bands shall be given Life Membership to this Association.

SECTION 4. No officer of the Western Association of Shrine Oriental Association Bands can be the official representative of a member band.  This shall not prevent an official representative of a member band from being elected an officer.

SECTION 5.  Any Oriental Band, in good standing, located outside the states listed in ARTICLE 2. above, may participate in the World Championship Oriental Band Contest and Jamboree of this Association, they are welcome and encouraged to do so.

 

ARTICLE 4.    OFFICERS

SECTION 1.  The officers of this Association shall be President, First, Second and Third Vice-presidents, Sergeant-at-Arms, and Secretary-Treasurer.

SECTION 2. The officers above designated shall be elected by a majority vote of the voting delegates at the Annual Meeting.

SECTION 3. The term of office shall be one (1) year or until a successor is duly elected.  In case of death or resignation or other withdrawal of an advancing officer, the officers shall automatically move up.  The President shall immediately contact the leader of the member band to which the open spot belonged and request the name of member to be placed on the bottom of the line.  If the said leader does not name a member, the president is free to select a successor from any member band not having some on the advancing line.  In the case of a death or displacement of the Secretary-Treasurer, the President shall immediately name his successor who shall have immediate access to all records and paraphernalia.

SECTION 4.  Eligibility for office in this Association shall be as follows:

   (1)  Active membership in a member Band in good standing in the Western Association of Shrine Oriental Bands.

   (2)  Membership in good standing in the Association of Shrine Oriental Bands, but not holding office in said organization.

   (3)  Should any officer of the Western Association of Shrine Oriental Bands be elected to office in the Association of Shrine Oriental Bands, he may fill out the unexpired portion of his term of office, but cannot be reelected to any office in the Western Association of Shrine Oriental Bands.

   (4)  In the line of elected officers consisting of the President, three Vice-Presidents and Sergeant-at-Arms (excluding the Secretary-Treasurer), no two or more offices may be held by members of the same oriental Band.

   (5)  Official written sanction of his Potentate is required before any member can accept a position on the line officers of the western Association of Shrine Oriental Bands.

   (6)  Only member of Shrine Oriental Bands located in the states listed in ARTICLE 2 above, may be officers in the Western Association of Shrine Oriental Bands.

 

ARTICLE 5.    DUTIES OF OFFICERS

SECTION 1. The President shall preside at all meetings, appoint all committees, and perform such other duties as ordinarily pertain to this office.  He shall be a member ex-officio of all committees.  He shall appoint a Chaplain who will serve during his tenure.

SECTION 2. The First, Second and Third Vice-Presidents shall in the absence of the President, and in numerical order of succession assume the duties of the President and perform such other duties as he my designate.

SECTION 3. The Sergeant-at-Arms shall attend all meeting, and under direction of the presiding officer, preserve due order and decorum.  He shall tile the door at all meeting, and verify the credentials of all representatives.

SECTION 4. The Secretary-Treasurer shall keep a complete and accurate record of all meeting transactions of this organization; collect all revenues, and be responsible for the same.  He shall pay all bills and disburse all funds as authorized by the President.  He shall render a financial report at the annual Meeting.  He shall be an ex-officio member of all committees, and shall issue all notices of all meetings called by the President and shall perform such other duties as designated by the President.

 

ARTICLE 6.    MEETINGS

SECTION 1. The Annual Meeting shall be held during either the World Championship Oriental Band Contest and Jamboree of this Association, or the Annual Convention of the Western Shrine Association, time and place as designated by the President, but not more than once in any calendar year.  A quorum shall consist of not less than twenty-five percent of authorized delegates.

SECTION 2. For the purpose of facilitating the transaction of business at the Annual Meeting, the voting power shall be vested in the authorized representative of each member band in good standing.

SECTION 3. The sites of the World Championship Oriental Band Contest and Jamboree shall be selected and/or approved at each Annual Meeting for the next three (3) consecutive years.  If the Host Band is under the jurisdiction of the Host Temple for the Western Shrine Association Meeting for the same year, the Host Band cannot hold the Western Association Shrine Oriental Band’s jamboree within sixty (60) days of the Western Shrine Association meeting.

SECTION 4. Any Oriental Band not in the states listed in ARTICLE 2 above, may request to have the Western Association of Shrine Oriental Band’s Jamboree in an outside location.  This request will be voted on by the officers and members in good standing of the Western Association of Shrine Oriental Bands and if approved may be held outside the W.A.S.O.B. approved states.

 

ARTICLE 7.    COMMITTEES

SECTION 1. The Executive Committee shall consist of the elective officers of this organization, however, the Secretary-Treasurer shall be excluded from voting.  They shall meet prior to the Annual Meeting, and at such other times as directed and called by the President.  Three Members not counting the Secretary-Treasurer shall constitute a quorum.  They shall exercise general supervision over the affairs of this organization consider such other business referred to them, referring reports thereon.  All Past Presidents and all officers of the Association of Shrine Oriental Bands (ASOB) residing with the Western Shrine District, shall be ex-officio members of the Executive Committee, in an advisory capacity and without vote.

SECTION 2.  Special Committees may be appointed by the President for any purpose at any time, upon written notice to the Secretary-Treasurer, said notice to become a matter of record.

SECTION 3. The Auditing Committee shall be the Executive Committee of this organization, who shall audit the records and accounts of the Secretary-Treasurer and report their condition at the Annual Meeting, or at such other times as requested by the President.

SECTION 4.   Music Committee with authority as follows:

   (1)  Music Committee is authorized to gather together all music suitable for Oriental Bands, publish loose leaf sheets of such music from time to time and distribute the same to member bands and such other Oriental Bands as may be interested.

   (2)  Said Music Committee to be a permanent committee, each committeeman to serve for three years, one committeeman to be appointed each year by the President of WASOB at the annual meeting.

   (3)  Said Music Committee shall have all power and authority to establish a Music Library and the President WASOB will appoint Permanent Music Librarian who is to preserve and keep all oriental Band music.  Said Music Librarian shall serve at the will and pleasure of the WASOB Executive Committee.

   (4)  Said Music Committee is to exercise general supervision over all matters relating Oriental Band music and such other matters as the Executive Committee may direct from time to time.

 

ARTICLE 8.    DUES

The Annual Dues of this Association shall be Five Dollars ($5.00) per individual member of each Oriental Band in this Association, pay January 1 of each year, and shall cover the period from January 1 to December 31 of such year.  Each Oriental Band must have their Dues paid on or before March 1 of each year in order to participate in any Association of Shrine Oriental Band or Western Association of Shrine Oriental Band activities.

 

ARTICLE 9.    MISCELLANEOUS

Failure on the part of a member Band to comply with the provisions of these By-Laws constitutes automatic severance with the organization after due notice from Executive Committee in writing from the Secretary-Treasurer.

 

ARTICLE 10.   AMENDMENTS

Proposed changes in these By-Laws shall be submitted, in writing, to the Secretary-Treasurer sixty (60) days prior to the Annual Meeting, and the Secretary-Treasurer shall submit copies of said proposed change to each member Band, and said proposed changes shall then become a stipulated matter of New business and must be acted upon at the next Annual Meeting.  A two-thirds vote of the voting representatives present shall be necessary for the adoption of any amendment.

 

ARTICLE 11.   ORDER OF BUSINESS

The Order of Business shall be as follows:

Roll Call and Seating of Representatives.

Reading of minutes.

Reports of Officers

Reports of Committees.

Reading of Bills and Communications.

Unfinished Business.

New business.

Election of Officers.

Installation of Officers.

Good of the Association.
